Ambassador Bridge Security & Service Enhancement Initiative:  Ambassador Bridge Security & Service Enhancement Initiative Windsor, Ontario 2007 Background & Purpose :  Background & Purpose Respond to on-going pressure to secure all trucks referred to the off-site facility and eliminate opportunities for running the port and failing to report Decisions relating to infrastructure changes at the Ambassador Bridge and an additional crossing are too far away to provide short and medium-term relief Background & Purpose:  Background & Purpose There is an immediate need to identify opportunities to better utilize existing resources and assets to meet program requirements and address security issues unique to this crossing Implementation:  Implementation Effective April 1, 2007, implement a mandatory line release initiative at the Ambassador Bridge Remains in effect until ACI Highway/E Manifest requirements are introduced and become mandatory CTC and the CBSA Windsor-St. Clair Region will partner to ensure all operational procedures are in place and all impacted clients are aware of changes. Benefits:  Benefits Reduced congestion and back-ups as more trucks are released at PIL Improved security and risk management for CBSA Better position the transportation and importing community to be engaged in preparing for E Manifest Line Release Requirements:  Line Release Requirements All shipments imported at the Ambassador Bridge will be required to use a line release service option for clearance Anticipate majority of shipments will be cleared using CSA/FAST, PARS, FIRST, A49, INBOND, POST AUDIT, A8B INTRANSIT Presently, 85% utilize line release. Exceptions to Line Release Process:  Exceptions to Line Release Process The following situations have been identified as required to report to the warehouse for final processing due to special circumstances that will prevent use of line release clearance: Live Commercial Animals (not race horses) RIV’s (Vehicle Import) Shortages Temporary Imports: E29B, ATA Carnet, Trade Shows, etc. B3 or Type 10 Entries Courier Shipments: Non Sufferance Warehouse Used Agricultural/Construction Equipment Used Tires B4 Entering by Commercial Carrier Exceptions Lead Sheet:  The following commercial shipment has been identified as an EXCEPTION to Line Release at the Ambassador Bridge by:    _______________________________________________________(Broker/Carrier/Importer)     RE: CCN ______________________________________________   Date: _______________________________________________   Live Commercial Animals (not race horses) RIV’s (Vehicle Import) Shortage Temporary Imports eg: E29B / CARNET / Trade Shows, etc. B3 (Cash or Type 10) Courier Shipment (non-sufferance) Used Agricultural/Construction Equipment  Used Tires  B4 Household Goods entering via commercial carrier    Note: The driver MUST have in his possession, this EXCEPTIONS LEAD SHEET for service at Ambassador Bridge commercial warehouse.       Exceptions Lead Sheet Clearance Options:  PARS – Pre-Arrival Review System F.I.R.S.T – Frequent Importers Release System A8B US-Canada In-transit A49 In Bond and Post Audit CSA / FAST The above are the most common clearance processes existing today at the Ambassador Bridge. These placards will be used to identify eligible FAST shipments to traffic directors at locations with dedicated FAST lanes. 1-800-886-6014 Border Clearance Processes Slide17:  Clearance Requirements CSA/FAST Approved Importer Border Clearance Processes Who can use the dedicated FAST lane into Canada?:  Who can use the dedicated FAST lane into Canada? FAST Approved Importers and Carriers. FAST/CDRP Drivers. Everyone in the conveyance must have a valid FAST/CDRP card if using the dedicated lane. If any of the above does not apply, the shipment will be referred for complete risk assessment and further processing. Border Clearance Processes Key Messages:  Key Messages Carrier/Driver/Broker must work together to ensure line release is set up prior to crossing the Ambassador Bridge. 30 minute service standards begins when PARS is presented to CBSA. Failed PARS will be rejected back to U.S.A. unless an accurate A8A In bond or Post Audit manifest was filled out prior to arrival at PIL. Completing paperwork at Customs will not be an option. Slide20:  Secondary Kiosk The driver may be instructed to attend a Secondary Kiosk located at the Bridge Travellers area for further processing. A placard will be given to the driver at PIL He/She will place the placard in the windshield to alert Traffic Directors of the referral. Vehicle will proceed to secondary kiosk and park Driver will attend kiosk where an experienced commercial BSO will instruct driver further. Referrals Secondary processes Referrals:  Referrals Warehouse The port of Windsor has implemented a new security procedure for all vehicles referred to the warehouse The drivers will be required to attach a truck tag to the back of their vehicle prior to leaving PIL. At the warehouse, the driver must remove the tag and bring it directly to the Arrivals counter. The driver will retain the tag until he is ready for final clearance. If shipment clearing under one of the exceptions driver may need to see a broker. Before leaving yard driver must return to Customs to complete release. The tag will be required in order to receive clearance and exit number. Referrals Secondary processes CBSA Commitments :  CBSA Commitments Current and on-going activities to support this initiative include: Mandatory escort/monitoring of all trucks referred to secondary kiosk and warehouse/offsite. Improve current advance notification time required to process PARS (current standard is 1 hour prior to arrival, CBSA will commit to 30 minute standard) CBSA Commitments:  CBSA Commitments Priority given to EDI and PARS releases. No service standard for non-line release i.e.. RMD/driver waiting shipments. On-going monitoring and outreach as required. BSO’s will be available at the processing centre for Outreach during this implementation.
