today only three do After a decade nearly all APEC economies have doubled their share of trade as a percentage APEC SECRETARIAT:  APEC SECRETARIAT Core support mechanism for APEC process Advisory, operational, logistic and technical services to member economies and fora Project management and evaluation Communications, Public and Media Relations Executive Director and Deputy Executive Director; 21 Seconded Professional Staff Members; 26 Support Staff Secretariat Outputs:  Secretariat Outputs Disbursement of funds for approved projects in liaison with relevant project proponents and fora Provide advice to fora and project proponents on project implementation processes including contracts and tendering, RFPs Administer the Guidelines for Project Evaluation Provide advice to the BMC on the development and implementation of the APEC project evaluation guidelines APEC Secretariat New Building:  APEC Secretariat New Building 35 Heng Mui Keng Terrace Singapore 119616 Human Resource Development Working Group (HRDWG):  Human Resource Development Working Group (HRDWG) The HRDWG conducts its activities through 3 networks dealing with complementary aspects of HRD: Labour and Social Protection Network (LSPN), Capacity Building Network (CBN) and Education Network (EDNET) Current Priorities of the HRDWG:  Current Priorities of the HRDWG Providing quality basic education, with the focus on increasing access by all groups to basic education and increasing levels of educational attainment for the population as a whole; Improving labour market information and analysis to support flexible and efficient labour markets which contribute to economic growth and trade and investment in the region. Current Priorities (cont’d):  Current Priorities (cont’d) Enhancing the skills of managers, entrepreneurs and educators/trainers in key sectors as well as supporting the needs of small and medium sized enterprises (SMEs) and promoting the management of sustainable growth and development; Promoting and developing lifelong learning as a means both to meet rapidly changing skills in the economy as well as individual needs for adjustment and upgrading of education, vocational training, professional and technical skills and management development; Current Priorities (cont’d):  Current Priorities (cont’d) Increasing the quality of curricula, teaching methods and instructional materials in education, training and skills development at all levels with particular focus on preparing for the transition to the 21st century. We aim to meet the Brunei Goals of tripling internet access by 2005 and universal access by 2010. We very much welcome an APEC Digital Development Center and other elememts in legal framework, human capacity and technology building and worker retraining. This means a closer partnership between business, government academics in order to apply ICT to everyday life. Responsibility:  Responsibility The responsibility for the management of the approved APEC funding of the project rests with the project overseer, with the APEC Secretariat advising on administrative and financial rules. Within the Secretariat, the Director (Program) who looks after the APEC forum from which a project arises is the overseer’s principal contact point on all matters relating to the project.
