Rajiv Gandhi Udyami Mitra Yojana(A scheme for Promotion and Handholding of Micro and Small Enterprises) : Rajiv Gandhi Udyami Mitra Yojana(A scheme for Promotion and Handholding of Micro and Small Enterprises) Ministry of Micro, Small and Medium Enterprises State Workshop at Lucknow 21-04-08 Background of the Scheme : Background of the Scheme Entrepreneurship development and training is one of the key elements for development and promotion of micro and small enterprises (MSEs) Wide spread variations in the success rate of trained entrepreneurs (EDP/SDP/ESDP/VT) in terms of actual setting up and successful running of enterprises. Need for handholding support to potential first generation entrepreneurs. Objectives of the Scheme : Objectives of the Scheme To provide handholding support and assistance to the potential first generation entrepreneurs, who have already successfully completed EDP/SDP/ESDP/VT programmes Handholding support through selected lead agencies i.e. 'Udyami Mitras', in the establishment and management of the new enterprise, in dealing with various procedural and legal hurdles and in completion of various formalities required for setting up and running of the enterprise. Who can be an Udyami Mitra ? : Who can be an Udyami Mitra ? Existing national level Entrepreneurship Development Institutions (EDIs) Micro, Small and Medium Enterprises Development Institutes (MSMEDIs)/ Branch MSMEDIs. Central/ State Government public sector enterprises (PSEs) involved in promotion and development of MSEs. Selected State level EDIs and Entrepreneurship Development Centers (EDCs) Khadi and Village Industries Commission (KVIC) Special Purpose Vehicles (SPVs) set up for cluster development involved in entrepreneurship development Capable associations of MSEs/SSIs Role and Responsibilities of the Udyami Mitras : Role and Responsibilities of the Udyami Mitras Networking, coordinating and follow up with various Government departments/ agencies/ organizations and regulatory agencies on the one hand and with support agencies like Banks/financial institutions, District Industries Centers (DICs), technology providers, infrastructure providers on the other hand, to help the first generation entrepreneurs in setting up their enterprise Udyami Mitras would also monitor and follow up on the functioning of the enterprise for a further period of minimum 6 months and provide help in overcoming various managerial, financial and operational problems. Empanelment of Udyami Mitras : Empanelment of Udyami Mitras The organizations of Ministry of MSME engaged in the task of entrepreneurship development are deemed to have been empanelled as Udyami Mitras(Category-I). Central/State Government public sector enterprises (PSEs) involved in promotion and development of MSEs as well as state level EDIs, Universities/Institutes etc( Category-II Udyami Mitras) to submit application in prescribed format to the Ministry of MSME through the Director/ Commissioner of Industries of the State/UT concerned. Other agencies e.g. SPVs, NGOs and industry associations fulfilling the eligibility conditions ( referred as Category-III Udyami Mitras) to submit application to the General Manager of District Industries Centre (GM, DIC) concerned. Training of Udyami Mitras : Training of Udyami Mitras At least two key functionaries from the lead agency to undergo training on the modalities of the implementation of this scheme at any one of the three national level Entrepreneurship Development Institutes(EDIs) or EDI, Ahmedabad. The training expenses, including expenses on boarding & lodging of the trainees shall be borne by the Ministry of MSME. Allocation of Targets to the Udyami Mitras : Allocation of Targets to the Udyami Mitras Targets for handholding support to Category-I Udyami Mitras to be directly allotted by the Ministry of MSME Targets to the Categories II & III Udyami Mitras would be allotted by the Ministry of MSME through State Directorates of Industries, on the basis of capacity and past performance Who are the beneficiaries of the scheme ? : Who are the beneficiaries of the scheme ? Only those beneficiaries would be registered under the scheme, who have already undergone EDP/SDP/ESDP of at least two weeks or who have successfully competed the vocational training (VT) in ITIs. Other than the beneficiaries belonging to special categories, a contribution of Rs 1000/- to be charged from the beneficiary. SC, ST, Physically Handicapped, Women and domicile of North-Eastern Region to be treated as Special Category. No contribution to be charged from beneficiaries belonging to Special Category. Enrolment of Beneficiaries with Udyami Mitras : Enrolment of Beneficiaries with Udyami Mitras The applicant entrepreneurs would be required to submit their application for registration under the scheme, along with their own contribution, as applicable , with the concerned Udyami Mitra. Once the application is successfully uploaded on the servers maintained by NIC, an acknowledgement certificate with unique Registration number would be generated for the applicant. Udyami Mitra would issue the acknowledgement, so generated, and the receipt of the money received to the concerned applicant. The applicant entrepreneur will also enter into an agreement with the Udyami Mitra regarding assistance to be provided by the Udyami Mitra and the roles and responsibilities/obligations of both the parties. Every enrolled Udyami Mitra would be provided unique User ID and Password for submission of returns/reports required under the MIS of the scheme Financial assistance to the Udyami Mitras from Central Grant : Financial assistance to the Udyami Mitras from Central Grant Responsibilities of the entrepreneur (beneficiary) : Responsibilities of the entrepreneur (beneficiary) To fully cooperate with Udyami Mitraand promptly provide the relevant information, documents and other details required for completing various legal formalities, loans, preparation of application/documentation. Fully responsible for correctness of information provided and authenticity of documents submitted. Fully responsible for completion of various formalities. Role of Udyami Mitra is limited to educating the udyami for completing the same. Wholly responsible for depositing and paying application fees and legal or other charges that ar required to be paid for obtaining various sanctions/approvals etc. Release of Handholding charges : Release of Handholding charges Handholding charges would be released to the Udyami Mitras in three installments(25%, 60% and 15%) on completing various milestones by the registered beneficiary (Udyami) and crossing stages 1,2 and 3 respectively. Preparation of Project Report, creation of business entity, sanction of term loan and filing of EM(part-I) , among other milestones, constitute Stage-1. Udyami Mitra Cell : Udyami Mitra Cell An Udyami Mitra Cell has been set up by the Ministry of MSME, with services support from NSIC. Udyami Mitra cell would act as Secretariat of the scheme and would process the proposals, claims etc., and also maintain records and accounts and monitor the progress of the scheme. Monitoring and Evaluation : Monitoring and Evaluation Scheme to be reviewed and monitored by the Ministry of MSME as well as by the Commissioner/ Director of Industries of the concerned States/ UTs. The Category -I Udyami Mitras and the concerned Commissioner/ Director of Industries would submit periodic (monthly/quarterly/half yearly) returns on the progress of the scheme to Ministry of MSME. Reports will be placed before the Screening Committee for review, analysis and onward submission to Secretary (MSME) and Minister (MSME). Thank You : Thank You
